Measurements is just a section that maps the conversion rates for each measurement value. By default, eCommerce Suite uses inches and pounds for length and weight parameters respectively and will convert to other measurements based on the calculations set forth in this page.
If you want to edit or add new measurements for use, you can do that by clicking on Localization > Measurements
